Ecuadorian President Daniel Noboa has declared a state of emergency in seven provinces, citing “severe internal disturbance.” The affected provinces are Azuay, Bolivar, Carchi, Cotopaxi, Imbabura, Pichincha, and Santo Domingo. The decree was issued on September 16, 2025, and will remain in effect for 60 days.
The state of emergency allows the government to use additional resources to prevent interruptions to public services and ensure freedom of movement for residents. While the measure does not restrict public movement or impose a curfew, it suspends the right to freedom of assembly for gatherings that could disrupt public services or impede the rights and liberties of others.
U.S. citizens living in or traveling through Ecuador are advised to expect an increased presence of police and military personnel during this period.
