"We also understand from the United States that most people who come in here have as a goal eventually making it to the United States," he said.
Rubio outlined a program aimed at preventing individuals with criminal histories from advancing through Panama or other countries. He stated, "This is an effective way to stem the flow of illegal migration, of mass migration – which is destructive and destabilizing."
The program was made possible through U.S.-Panama cooperation and involved taxpayer-funded initiatives from the State Department. A waiver issued by the department facilitated this particular flight, with plans for broader waivers to continue similar efforts.
Rubio stressed that such programs strengthen both American security and prosperity while supporting allies like Panama. "It's an effective program – one that works," he concluded.
