According to the announcement, financial sanctions are being imposed on four individuals under a new Executive Order issued by President Biden. The order aims to promote accountability for activities threatening peace and stability in the region. It grants U.S. authorities the power to impose financial sanctions against those involved in acts of violence against civilians or other harmful activities.
One individual named is David Chai Chasdai, who "initiated and led a riot" causing significant damage and resulting in the death of a Palestinian civilian in Huwara. Einan Tanjil is also designated for "assaulting Palestinian farmers and Israeli activists," causing injuries requiring medical treatment.
Shalom Zicherman is identified based on video evidence as having assaulted Israeli activists and their vehicles. He allegedly blocked streets and attempted to break vehicle windows with activists inside, injuring two individuals.
Yinon Levi is noted for leading settlers from Meitarim Farm outpost in actions creating fear among Palestinian and Bedouin civilians. These actions included threats of violence if residents did not leave their homes, burning fields, and destroying property.
As part of these sanctions, all property and interests of these individuals within the United States are blocked. Transactions involving their assets are prohibited unless authorized by a specific license issued by the Office of Foreign Assets Control (OFAC). Entry into the United States for these individuals is also suspended under Presidential Proclamation 8693.
The U.S. government emphasizes that sanctions aim not at punishment but at encouraging positive behavioral changes. Individuals can petition for removal from the Specially Designated Nationals List through OFAC's reconsideration process.
