The National Credit Union Administration (NCUA) announced on October 31, 2025, that it issued a consent-based prohibition order against Shwe Siedschlag, a former employee of Affinity Plus Federal Credit Union in Saint Paul, Minnesota. The order permanently bars Siedschlag from working at any federally insured depository institution.

According to the NCUA, "Shwe Siedschlag, former employee of Affinity Plus Federal Credit Union, Saint Paul, Minnesota, agreed and consented to the issuance of a prohibition order and agreed to comply with all its terms to settle and resolve the NCUA Board’s claims against her."

An Order of Prohibition prevents an individual from ever being employed by a federally insured depository institution. The agency also issues other administrative orders under Section 206 of the Federal Credit Union Act when it finds violations of law or regulations, breaches of fiduciary duty, or unsafe practices by credit unions or their affiliates.

The three most common enforcement actions by the NCUA include:

- An Order to Cease and Desist, requiring corrective action or restitution.

- An Order of Prohibition, barring individuals from working for federally insured financial institutions.

- An Order Assessing Civil Money Penalties, which imposes financial penalties.

Enforcement orders and notices from the NCUA can be searched online by various criteria such as name or institution. The public may access these enforcement documents through the NCUA’s Administrative Orders webpage or request copies by mail from the agency's office in Alexandria, Virginia.

The NCUA is an independent federal agency established by Congress to regulate and supervise federal credit unions. It operates the National Credit Union Share Insurance Fund that protects deposits for more than 143 million account holders across federal credit unions and many state-chartered credit unions.
