The United States has expressed its support for the recent signing of a Declaration of Principles between the Government of the Democratic Republic of the Congo (DRC) and representatives from the Congo River Alliance/March 23 Movement. This agreement was facilitated by Qatar, with observation from the United States.
Tammy Bruce, Department Spokesperson, stated, "We commend the Parties for taking this meaningful step toward advancing lasting peace and stability in the Great Lakes region." The U.S. also extended gratitude to Qatar for its significant role in facilitating dialogue between DRC and M23, noting that Qatar's leadership was crucial in supporting a peaceful resolution to ongoing conflicts.
This development follows a Peace Agreement signed between DRC and Rwanda on June 27, 2025, in Washington, D.C., which is part of broader efforts to ensure durable peace and prosperity in the region.
The United States encourages continued adherence to commitments under this new Declaration and emphasizes ongoing discussions towards achieving a comprehensive peace agreement. According to Bruce, "The United States remains committed to driving progress toward a peace in eastern DRC that results in the restoration of DRC authority and inclusive governance."
