Quad partners, government officials, and industry leaders convened at the Wavelength Forum in New Delhi on July 16 to enhance subsea cable connectivity and resilience in the Indo-Pacific region. The forum was organized under the U.S. Department of State’s “CABLES” program and focused on the importance of subsea cables for the global digital economy. Participants discussed using trusted vendors for construction, maintenance, and repair.
India's role as a digital hub was emphasized during the forum. With India accounting for 20 percent of global internet traffic, there is a need for more subsea cables connected to its shores. Over 70 participants discussed strategies to expand India's cable infrastructure, including regulatory reforms and enhanced maintenance capacity. They also addressed protecting subsea cable systems from threats like cyberattacks and sabotage.
The event highlighted the Quad Partnership for Cable Connectivity and Resilience, reaffirming commitments made during the July 1 Quad Foreign Ministers’ Meeting. Discussions focused on the need for secure cable networks to meet growing demand driven by technological advancements.
U.S. Charge d’Affaires Jorgan Andrews stated, “The Wavelength Forum underscores the strong U.S.-India partnership on regional infrastructure and highlighted the Quad’s shared commitment on protecting and expanding trusted partners. Together, we are working to enhance secure connectivity and support innovation and economic growth across the Indo-Pacific region.”
The forum celebrated collaborative efforts in advancing shared objectives outlined in the 2025 Quad Foreign Ministers’ Meeting Fact Sheet, including Australia’s Cable Connectivity and Resilience Centre.
Participants concluded by reaffirming their commitment to building secure digital ecosystems through continued U.S.-India and Quad partnerships.
