Israel is taking steps towards meeting the requirements for entry into the United States Visa Waiver Program, according to a statement released by the U.S. Embassy on January 30, 2023. The Israeli government must fulfill all conditions to join the program, which requires substantial effort within a limited timeframe. First, legislative action by the Knesset is needed to pass three laws essential for qualification. Additionally, various Israeli government ministries must rapidly establish technical prerequisites related to data sharing and traveler screening systems. These developments need completion before September 2023, coinciding with the end of the U.S. fiscal year.

A crucial aspect of joining the Visa Waiver Program is ensuring reciprocity of travel rights. The U.S. seeks equal treatment and travel freedom for all its citizens regardless of national origin, religion, or ethnicity, including Palestinian Americans traveling through Israel. This entails allowing U.S. passport holders short-term visits under 90 days and access to travel in and out of the West Bank via Ben Gurion Airport.
