The United Nations Security Council held an Arria-formula meeting on April 23, 2025, focusing on the themes of unilateralism and bullying practices in international relations. During the meeting, the discussion centered on China's global influence and actions, which have been a point of contention for many countries, including the United States.

An official remarked, "Today’s meeting is a performative maneuver. The premise is devoid of any substance or credibility." This statement set the tone for the discussion that followed, where China was frequently criticized for its unilateral actions on the international stage.

The official emphasized the discrepancy between China's statements and actions, quoting a Chinese adage, "China’s actions do not match its words. China says one thing and does another." Attention was drawn to China's trade practices, accused of being unfair and damaging to the global market economy and workers.

The official stated, "For far too long, China has deployed unilateral unfair trade practices that hurt not only the United States but market economies and workers around the world." Additional criticism was directed at China's state subsidies and the non-market practices it employs, which were said to create overcapacity and flood the global market with exports, displacing local industries.

Concerns were also raised about China's alleged manipulation of international financial institutions. "Beijing continues to manipulate international financial institutions’ resources," the official noted, suggesting that China's borrowing and lending practices serve its interests and undermine the financial system's integrity.

The official signalled a shift in U.S. policy under President Trump, highlighting efforts to reset the trade environment and curb China's influence. The South China Sea was cited as an area of ongoing tension, with the official condemning China's actions there. "We condemn China’s dangerous and unlawful actions in the South China Sea," they stated, urging compliance with the 2016 Arbitral Ruling.

The official urged a global stance against unilateralism and bullying, particularly focusing on China's interpretation of UN resolutions to isolate Taiwan. "This resolution does not preclude Taiwan’s meaningful participation in the UN system and other multilateral fora," they clarified.

In closing, the official reaffirmed the United States’ commitment to working with allies to counter China’s influence at the United Nations and to promote fair economic practices worldwide.
