On April 9, 2025, in Panama City, U.S. Secretary of Defense Pete Hegseth held a joint press conference with Panamanian Public Security Minister Frank Abrego, highlighting the strong ties and security cooperation between the United States and Panama. Hegseth expressed gratitude to Minister Abrego and Panama's President Mulino for their support and partnership.

Hegseth emphasized the shared security challenges faced by both nations, stating, "We face shared security challenges and common threats. Together, we will deter them by increasing our defenses and achieving peace through strength." He noted that under President Trump, cooperation between the two countries has intensified.

Three main areas of focus were mentioned: border security and reducing illegal migration, countering violent groups, and securing the Panama Canal from external influences, particularly China. Hegseth praised Panama's efforts in reducing crossings in the Darien Gap, stating, "Crossings down 99 percent since a year ago."

A memorandum of understanding and a joint declaration with the Minister of Canal Affairs were signed to enhance canal security and enable U.S. warships to pass first and free through the Panama Canal. These agreements are expected to "reaffirm our historic ties and outline how we will deepen our relationship."

The security partnership includes increased training exercises and operations at key locations such as Fort Sherman and Howard Air Force Base, as well as cyber cooperation and infrastructure improvements. Hegseth asserted, "These steps are going to help Panama deter and counter malign activity in the areas surrounding the canal."

The conference coincided with the Central America Security Conference. Hegseth acknowledged Admiral Halsey, Commander of U.S. Southern Command, for organizing the event, lauding the collaboration between the U.S. and Panama. The U.S. military presence in Panama currently involves various assets, including two cruisers and over 1,000 troops supporting local operations.

Secretary Hegseth reiterated the significance of U.S. commitments to protect American interests and counteract Chinese influence, noting, "We’re standing up to malign Chinese influence. And simply saying a strong America that deters that influence in our own backyard is good for us, good for our partners and creates opportunities for freedom in the future."

During the Q&A, Hegseth addressed questions regarding U.S. military presence and Chinese influence, affirming America's dedication to working with Panama to manage these challenges. He reiterated the importance of maintaining peace and security in the region.
