USTR submits 2025 National Trade Estimate report focusing on foreign trade barriers

The Office of the United States Trade Representative (USTR) has submitted the 2025 National Trade Estimate (NTE) report to President Trump and Congress. This annual document outlines the foreign trade barriers facing U.S. exporters and the efforts by the USTR to mitigate those challenges.

Ambassador Greer highlighted President Trump’s approach towards addressing these issues: "No American President in modern history has recognized the wide-ranging and harmful foreign trade barriers American exporters face more than President Trump. Under his leadership, this administration is working diligently to address these unfair and non-reciprocal practices, helping restore fairness and put hardworking American businesses and workers first in the global market."

The findings of the 2025 NTE align with President Trump’s America First Trade Policy and the 2025 Trade Policy Agenda.

The NTE, which is required to be submitted to the President and Congress by March 31 each year, involves collaboration with other government entities and U.S. embassies, as well as public input through a Federal Register Notice. This report is prepared in accordance with amendments to the Trade Act of 1974, Trade and Tariff Act of 1984, the Omnibus Trade and Competitiveness Act of 1988, the Uruguay Round Trade Agreements Act, and the Internet Tax Freedom Act.
