At a recent UN Security Council briefing, it was stated that "Hamas is solely responsible for the resumption of hostilities since March 18," due to their repeated refusals to accept ceasefire extensions. The misuse of civilian infrastructure by Hamas to shield personnel and weaponry was highlighted as a reckless action that endangers civilians and humanitarian workers by deliberately placing them in danger.
The briefing emphasized that using civilians and civilian properties to shield military actions violates international humanitarian law. "Mr. President, I join others in expressing sincere condolences for the humanitarian workers who lost their lives in this conflict," a speaker expressed, underscoring the avoidable nature of these deaths had Hamas accepted offers on the negotiation table.
In a specific incident on March 23, the Israel Defense Forces (IDF) noted uncoordinated vehicles moving toward IDF troops, lacking signals like headlights. It was pointed out that other vehicles successfully passed on the same route when properly coordinated with the IDF. The IDF and COGAT have established a deconfliction mechanism to enhance civilian safety.
Speakers stressed that Hamas's actions have caused enough bloodshed and asserted that Hamas should no longer represent Palestinians. It was suggested that violence could cease if Hamas released hostages and laid down arms. There was a call for unified Council pressure on Hamas to act in the interest of Palestinians, not for selfish purposes.
Notably mentioned was the bravery of Palestinians in Gaza protesting against Hamas as part of the "flood of life" movement, reflecting widespread rejection of Hamas's rule. A specific call was made to recognize and support these voices and press for Hamas's removal.
Regarding the West Bank, the United States supports the IDF's actions against violent extremists in Jenin and Tulkarm. The US also urged the Palestinian Authority to stop financially supporting families of individuals who committed terrorist acts, claiming it incentivizes violence.
Further, the release of remaining 59 hostages by Hamas, including five Americans, was stressed. President Trump was clear in the demand for the immediate release of all hostages. The briefing ended with a call for "fresh thinking" about the future of the Middle East for a better tomorrow for all in the region. Discussions are expected to continue with Arab partners on a Gaza without Hamas.
