The United States is participating in the 68th session of the Commission on Narcotic Drugs (CND), which was established by the Economic and Social Council (ECOSOC) resolution 9(I) in 1946. The CND's role is to assist ECOSOC in supervising the application of international drug control treaties. In 1991, the General Assembly expanded its mandate to function as the governing body of the United Nations Office on Drugs and Crime (UNODC).

The CND's agenda consists of two segments: a normative segment for discharging treaty-based and normative functions, and an operational segment for exercising its role as the governing body of UNODC. The Commission meets annually to adopt various decisions and resolutions, with intersessional meetings regularly convened to provide policy guidance to UNODC.

Towards the end of each year, a reconvened session is held by the Commission to address budgetary and administrative matters as part of its governance responsibilities within the United Nations drug program.

The U.S. has delivered statements during this session under Agenda Item 3 concerning general debate, and Agenda Item 4 regarding strategic management, budgetary, and administrative questions.
