The United States has expressed its support for a Special Meeting of the Permanent Council to address the political situation in Guatemala. Ambassador Francisco O. Mora delivered remarks on September 18, 2023, highlighting concerns about actions that undermine democracy in the country.
The ambassador emphasized the importance of a smooth transition of power in Guatemala, which is scheduled for January next year. "The United States remains deeply concerned about the unprecedented actions of those seeking to undermine democracy in Guatemala by discrediting and obstructing a smooth transition of power," he stated.
Mora criticized efforts by certain individuals and entities, including the Public Ministry, to interfere with democratic processes. He noted attempts to suspend the president-elect's political party as contrary to the Inter-American Democratic Charter. "Such anti-democratic behavior...subverts the clear will of the Guatemalan people," he said.
The United States called on Guatemala's government to honor its commitments under the Democratic Charter and ensure an orderly transfer of power. The ambassador also urged the Public Ministry to halt intimidation tactics against election officials and parties like Semilla. Recent incidents involving tampering with ballot boxes were particularly concerning.
"In a healthy democracy, institutions don’t tamper with ballot boxes after election results have been officially certified by the appropriate authority," Mora remarked, emphasizing that such actions threaten democratic principles.
Mora acknowledged concerns raised by the OAS Electoral Observation Mission regarding legal proceedings initiated by Guatemala's Public Ministry, suggesting they may be politically motivated. He reaffirmed U.S. support for OAS efforts in ensuring a peaceful transition to President-elect Arévalo's administration.
