EU-U.S. Cyber Dialogue focuses on global cybersecurity cooperation

The European Union and the United States have reaffirmed their commitment to a secure cyberspace during the fifth EU-U.S. Cyber Dialogue held in Brussels on September 10, 2018. Both parties emphasized the importance of a global, open, stable, and secure online environment where the rule of law is upheld.

The dialogue involved discussions on cyber strategies, policies, and legislation from both sides. The EU highlighted its Joint Communication on "Resilience, Deterrence and Defence: Building Strong Cybersecurity for the EU," while the U.S. shared recommendations related to Executive Order 13800 aimed at strengthening cybersecurity for federal networks and critical infrastructure.

Both parties condemned restrictions on freedom of expression that violate international human rights laws and supported a multi-stakeholder approach to Internet governance. They also stressed addressing the digital divide to foster economic growth and cyber resilience.

The dialogue acknowledged ongoing work by the UN Group of Governmental Experts (UNGGE) concerning international security in cyberspace. The EU and U.S. reiterated adherence to voluntary norms for responsible state behavior online during peacetime.

Co-chaired by Rory Domm from EEAS and Michele Markoff from the U.S. Department of State, this meeting included participation from various directorates-general, departments, bodies, as well as observers from several EU Member States. A stakeholder outreach event was also conducted alongside this dialogue.

Looking ahead, both entities plan further cooperation through continued dialogue and practical efforts with an upcoming meeting scheduled in Washington in 2019.
