In a recent meeting, discussions continued regarding the ongoing crisis involving Russia's actions in Ukraine. The situation has led to numerous meetings, each seen as a missed opportunity for de-escalation by Russia. According to a representative, "there have been so many off-ramps," yet constructive courses of action have not been taken.
The Russian representative claimed that no constructive offers had been made, which was refuted by others present. The Ukrainian side reiterated its commitment to implementing the Minsk agreements, despite repeated ceasefire violations around strategic areas controlled by the Ukrainian government. These violations were attributed to separatist attacks supported by heavy weaponry resupplied by Russia.
Ukraine declared a day of silence on December 9 in an effort to reduce violence, which initially succeeded but was later reversed due to continued Russian support for separatists. Commitment from Ukraine and other countries at the meeting remained firm towards complete implementation of all twelve points of Minsk.
It was noted that progress on economic reconstruction and dialogue is challenging while fighting continues. A call was made for Russia to withdraw fighters and weapons and seal the border as per previous agreements.
The discussion concluded with agreement on the necessity for negotiation representatives to have authority and responsibility for their decisions. Responsibility must be taken by both Russian representatives and backed separatists for existing agreements like Minsk without attempts at renegotiation or confusion.
