The ongoing conflict in Ukraine has seen an escalation of violence, with Russia allegedly continuing to undermine Ukraine's sovereignty and territorial integrity. According to recent reports, Russia is not fulfilling its Minsk commitments and remains in violation of international law by occupying Crimea. The international community has called for an end to this occupation and the associated human rights abuses.

Since December, there have been claims that Russia has supplied hundreds of pieces of military equipment to separatists in eastern Ukraine. This includes tanks, armored vehicles, rocket systems, heavy artillery, and other military assets. In January, advanced surface-to-air missile and antiaircraft systems were reportedly deployed into eastern Ukraine by Russia.

Additionally, Russian military forces are said to be operating within eastern Ukraine, providing support and coordination for pro-Russian separatists. The result is a strengthened separatist force capable of launching attacks on Ukrainian forces as well as civilians.

In response to these developments, calls have been renewed for Russia to cease its support for the separatists immediately. There are demands for effective OSCE monitoring of the Ukraine-Russia border and the return of control over the border areas to Ukraine’s government. Furthermore, there is pressure on Russia to withdraw all forms of support from the separatists and bring an end to the occupation of Crimea.

During discussions at the Permanent Council, Russian representatives denied any interest in continuing the fighting or undermining agreements but have yet shown reluctance towards expanding observer missions or allowing full access along the border checkpoints.

International pressure on Russia continues as demands for action remain unmet.
