The humanitarian situation in Gaza remains critical. Many innocent Palestinians have lost their lives during the ongoing conflict. The aid reaching Gaza is insufficient, as highlighted in last week’s Security Council briefing on the looming threat of famine.
This urgent need arises amidst severe physical insecurity. Reports indicate that over 100 Palestinians died and hundreds were injured in an incident related to aid delivery last week. Condolences are extended to the families of those killed, with an investigation by the Government of Israel currently underway.
Recognition is given to UN and other humanitarian workers who continue their efforts despite significant personal risks, some even losing their lives.
Recent events emphasize the necessity for immediate expanded humanitarian access. This includes maintaining open border crossings, facilitating additional crossing openings, and implementing effective deconfliction procedures. More aid must reach more people effectively.
As Hamas and other groups persist in fueling this conflict while holding hostages, intensive diplomatic efforts are ongoing to secure a temporary ceasefire and release all hostages. Such measures would allow for necessary humanitarian assistance distribution, enhance safety for civilians and aid workers, and reduce suffering in Gaza. It is incumbent upon Hamas to accept the proposed deal.
UNRWA's role remains vital in providing essential assistance to Palestinians and continues to be central to the humanitarian response.
Simultaneously, allegations involving 12 UNRWA staff members in an October 7 attack by Hamas are concerning. Consequently, the United States has suspended its funding to UNRWA.
Appreciation is expressed for the Secretary-General’s prompt actions following these allegations: terminating contracts of accused employees, requesting an OIOS investigation, initiating an independent review of UNRWA’s procedures, and maintaining regular communication with donors. Thorough investigation and accountability are crucial.
Anticipation is expressed for information detailing steps UNRWA will take to enhance oversight procedures.
Finally, there is reaffirmation of commitment towards a two-state solution where Israel and Palestine coexist peacefully within secure borders under a renewed Palestinian Authority.
