Vice President Joe Biden addressed the International Support Conference for Ukraine, emphasizing the United States' support for Ukraine amidst ongoing challenges. Speaking to Ukrainian leaders, including President Poroshenko and Prime Minister Yatsenyuk, Biden highlighted the progress made by Ukraine over the past fifteen months.

"You’ve forced out a corrupt leader to win another chance at democracy; you’ve stood tall against Russian aggression," Biden stated. He commended Ukraine for holding "the freest, fairest, and most widely-monitored elections in Ukraine’s history."

Biden reiterated American support: "We’re proud to be your partner and your friend." He affirmed U.S. solidarity with Ukraine's pursuit of democracy and reform, emphasizing that no external force should interfere with Ukrainians' chosen path.

He criticized Russia's actions in Eastern Ukraine, describing them as a threat to European stability. "Russia today is occupying Ukrainian land," he said, urging continued sanctions until Russia fulfills its obligations under the Minsk agreements.

The Vice President detailed U.S. assistance to Ukraine, including $450 million since the crisis began and additional humanitarian aid. He stressed the importance of internal reforms in Kyiv alongside military efforts in Eastern Ukraine.

Biden encouraged further anti-corruption measures and democratic reforms: "You have a strategy and new laws to fight corruption... You’re standing up a new police force in Kyiv."

Highlighting personal stories from his visits to Ukraine, Biden shared an encounter with a woman who left her financial career for government reform work. Her commitment underscored his message about patriotism through reform.

Biden concluded by reaffirming U.S. support: "So long as you keep faith with your commitment... America will stand by your side."
