Talal Hamiyah is associated with several terrorist acts targeting U.S. citizens and leads Hizballah’s international terrorist branch known as the External Security Organization (ESO). The ESO operates globally and focuses on planning attacks primarily against Israelis and Americans. On September 13, 2012, Hamiyah was designated as a Specially Designated Global Terrorist by the U.S. Department of the Treasury under Executive Order 13224. This designation freezes his assets within U.S. jurisdiction and prohibits transactions with him by U.S. persons.
Fu’ad Shukr serves as a senior military commander for Hizballah's forces in southern Lebanon and is part of its Jihad Council, its highest military body. He played a significant role in recent operations in Syria and was instrumental in planning the 1983 attack on the U.S. Marine Corps barracks that resulted in the deaths of 241 American service members. On July 21, 2015, Shukr was designated as a Specially Designated National under Executive Order 13582 due to his activities with Hizballah.
