President Joe Biden has issued a memorandum determining the eligibility of the Republic of Cyprus to receive defense articles and services under the Foreign Assistance Act of 1961 and the Arms Export Control Act. The memorandum, dated January 15, 2025, is Presidential Determination No. 2025-03.
The President stated that "the furnishing of defense articles and defense services to the Republic of Cyprus will strengthen the security of the United States and promote world peace." This decision is made under his authority as President, including section 503(a) of the Foreign Assistance Act of 1961 and section 3(a)(1) of the Arms Export Control Act.
The Secretary of State has been directed to transmit this determination along with a memorandum of justification to Congress. Additionally, it is required that this determination be published in the Federal Register.
