The World Trade Organization's Committee on Anti-Dumping Practices held a meeting to review recent notifications of anti-dumping legislation and actions from several member countries. The committee considered new legislative notifications submitted by Argentina, Iceland, Nepal, Sri Lanka, Türkiye, the United States, and Viet Nam. Ongoing reviews also included notifications from the European Union, Liberia, Saint Kitts and Nevis, and the Solomon Islands.
During the session, delegates discussed semi-annual reports detailing anti-dumping measures taken between January 1 and June 30, 2025. Forty-seven members reported taking anti-dumping actions during this period. Twelve members stated that they had not introduced any new measures in that time frame. Another group of 47 members indicated through one-time notifications that they do not have an authority responsible for initiating or conducting anti-dumping investigations and have not taken such actions to date.
Delegations raised questions about various aspects of anti-dumping practices by other members. These discussions focused on issues such as how investigations are started, the imposition of provisional and final measures, and reviews of existing measures. Actions reported by Australia, Brazil, Canada, China, the European Union, India, Indonesia, the Republic of Korea, Mexico, South Africa, Türkiye, Ukraine, the United Kingdom and the United States were among those examined.
Committee Chair Hirokazu Watanabe (Japan) welcomed ongoing use of the WTO’s anti-dumping portal for submitting semi-annual reports. He called on members who had yet to submit their reports to do so promptly.
According to WTO rules under its Anti-Dumping Agreement, members must also submit ad hoc notifications about preliminary and final anti-dumping actions without delay. At this meeting ad hoc notifications were reviewed from Argentina, Armenia, Australia, Brazil, Canada, China, the Dominican Republic, the European Union, Indonesia, Israel, Japan, Jordan, Kazakhstan ,the Republic of Korea ,the Kyrgyz Republic ,Mexico ,Morocco ,Pakistan ,the Philippines ,the Russian Federation ,South Africa ,Chinese Taipei ,Türkiye ,Ukraine ,the United Kingdom ,the United States and Viet Nam . Concerns were expressed regarding a specific action notified by the United States. The Chair urged all members to provide these ad hoc notifications as soon as possible.
The committee adopted its annual report to the Council for Trade in Goods (CTG), including details on actions taken and potential future steps to improve notification procedures. It also approved dates for its regular meetings in spring and autumn 2026.
The next spring meeting is scheduled for the week beginning April 27th 2026.
