Mauritania and Chad sign $137M education funding agreements with World Bank support

The governments of Mauritania and Chad have signed funding agreements for the Regional Engagement for Learning and Collaboration in Education (RELANCE) Project. The initiative, supported by the World Bank and the Federal Republic of Germany, involves a total investment of $137 million.

The project aims to transform education systems in both countries by improving sector governance and expanding access to flexible learning pathways. It targets over 850,000 young people, with a focus on girls and learners with special needs.

In light of demographic growth and disparities in education access, RELANCE offers a collaborative approach. It builds on efforts to strengthen education systems while introducing regional mechanisms for coordination and innovation.

A Regional Institute of Education will be established in Nouakchott to enhance executive capacity in the education sector. Supported by the Association of African Universities, it aims to become a center of academic excellence.

"The signing of the financing agreements for the RELANCE Sahel project reflects our collective commitment to building a resilient, educated, and forward-looking Sahel," said Sid'Ahmed Bouh, Minister of Economy and Finance.

The initiative includes creating regional Open Schools designed for young people outside traditional education circuits. This hybrid system combines digital learning with face-to-face support.

“The Regional Open School is a concrete response to the educational realities of our country," said Dr. Aboubakar Assidick Tchoroma, Minister of National Education and Civic Promotion of Chad.

Germany supports this project through KfW under the Sahel and West Africa Coast Multi-Donor Trust Fund. “RELANCE reflects an ambitious and pragmatic regional approach,” said H.E. Dr. Florian Reindel, Ambassador of Germany to Mauritania.

The World Bank provides technical support alongside long-term financing. RELANCE builds on existing national projects like PASEB II in Mauritania and PARAEB in Chad while adding a regional dimension.

“Shaping minds is about charting the path to a brighter future," said Ousmane Diagana, World Bank Vice President for Western and Central Africa.

Designed as an open platform, other Sahel countries may join this effort towards an integrated educational space meeting youth aspirations.
