Developing and least-developed country (LDC) members of the World Trade Organization (WTO) who have ratified the Agreement on Fisheries Subsidies are now eligible to submit proposals for technical assistance and capacity-building activities. These proposals aim to support their implementation of the Agreement. The WTO Fish Fund has launched a call for proposals, offering project preparation grants up to USD 50,000 for activities such as studies and needs assessments, as well as project grants up to USD 300,000 for specific projects.

WTO Director-General Ngozi Okonjo-Iweala emphasized the importance of this initiative: “A vital feature of this historic Agreement is that it provides funding for developing and least-developed country members to receive technical assistance and capacity building support to implement the new disciplines and improve fisheries management. Delivering this support is essential to realizing the Agreement's benefits for people, oceans, and the planet.”

Proposals must be submitted by September 9th through an online application portal. If the Agreement enters into force before this date, the deadline will be extended by one month. The Steering Committee of the Fish Fund will review all submissions.

Currently, 101 WTO members have formally accepted the Agreement. Funds may be disbursed once 111 instruments of acceptance are received, which is necessary for the Agreement to come into force.

The Fish Fund has so far accumulated contributions amounting to approximately CHF 14.5 million (over USD 17.5 million). Contributions have been pledged by countries including Australia, Canada, European Union member states, Japan, South Korea, Norway, among others.

Established under Article 7 of the WTO Agreement on Fisheries Subsidies at the 12th Ministerial Conference in 2022, the Fish Fund operates in collaboration with organizations like FAO (Food and Agriculture Organization), IFAD (International Fund for Agricultural Development), and the World Bank.
