The U.S. Embassy in Kampala has issued a Request for Proposals (RFP) under the number 19UG5025Q0027, inviting submissions for the supply and periodic cleaning of two portable toilets at the Pearl of Africa School parking lot in Nsambya. Interested companies are instructed to follow guidelines provided in Section L of the solicitation document and submit their proposals to the specified address.

The U.S. Government aims to award a contract or purchase order to a responsible company that submits an acceptable offer at the lowest price. While initial proposals will be considered without discussions, discussions may occur with companies within a competitive range if necessary.

A pre-proposal conference is scheduled for May 29, 2025, at 10:00 am local time at the US Embassy Kampala. Prospective offerors should contact the Contracting Officer by May 28, 2025, for further information or building access arrangements.

Proposals must be submitted by June 11, 2025, at 10:00 am local time. Late submissions will not be accepted. All proposals must be in English and complete; incomplete proposals will not be considered.

Submissions can be made either physically in a sealed envelope marked “Proposal Enclosed for 19UG5025Q0027” addressed to The Contracting Officer at American Embassy Kampala or electronically via email to KampalaBid@state.gov. Electronic submissions must adhere to specific size and format requirements and should not exceed a file size of 30MB.

To ensure consideration, proposals must include several completed documents such as SF-33, Section B Pricing, Section K Representations and Certifications, additional required information from Section L, and proof of SAM Registration. Offerors need to register with SAM (System for Award Management) prior to proposal submission as mandated under FAR 4.1102; failure to do so may result in their proposal being deemed non-responsible.
