The United Kingdom recently shared insights into its Better Regulation Framework (BRF) at a working group session focused on micro, small, and medium enterprises (MSMEs). Launched in September 2023, the BRF aims to manage regulation flow and assess business impacts. The UK emphasized including MSMEs in policy development through regulatory impact assessments and stakeholder consultations.
Participants discussed MSME involvement in trade regulation, communication of regulatory changes, and impact studies assessing new regulations' effects on MSMEs. The inclusion of good regulatory practices in regional trade agreements was also addressed. As a result, the group plans to develop a compendium on good regulatory practices for MSMEs.
Presentations from organizations like the International Labour Organization (ILO), International Trade Centre (ITC), World Bank, and Serviço Brasileiro de Apoio às Micro e Pequenas Empresas (SEBRAE) highlighted challenges faced by MSMEs transitioning from informal to formal economies. A proposal from Mexico initiated discussions on barriers to formalization and legal frameworks' roles.
H.E. Dr. Mzukisi Qobo announced the Global SME Ministerial Conference scheduled for July 22-24 in Durban, South Africa. "The conference will provide opportunities to MSMEs to engage with investors," he said. Ms Dorothy Tembo noted that it would bring together ministers to discuss issues affecting small businesses.
