The U.S. Embassy in Serbia is assisting American citizens residing abroad with the voting process for the upcoming November 2020 elections. The embassy is emphasizing the importance of voting and providing guidance on how to cast absentee ballots from overseas.

Voting from abroad involves a three-step process that begins with requesting a ballot. To do this, voters must complete a Federal Post Card Application (FPCA) available at FVAP.gov. This application allows citizens to request absentee ballots for all federal elections within the calendar year it is submitted. The FPCA forms are accepted by election officials across all U.S. states and territories, provided they are correctly filled out, signed, and dated.

"Pro Tip: Use FVAP’s easy online assistant to walk you through the FPCA based on your state," advises the embassy. They also recommend selecting electronic delivery of ballots as it is the quickest method.

Once voters receive their ballots, which states are required to send out 45 days before federal elections, they should complete them promptly. Voters can confirm registration and ballot delivery online for most states.

Returning completed ballots varies by state; some allow electronic submission while others require mailing. The U.S. Embassy in Belgrade offers assistance for those needing to mail their ballots back to the United States. "U.S. citizens can drop off their FPCA forms or completed ballots at the Consular Access gate at the U.S. Embassy in Belgrade," notes the embassy.

For mailing convenience, postage-paid envelopes can be downloaded and printed from an online link provided by the embassy. If using personal envelopes, sufficient U.S. postage must be included.

Ballots sent via diplomatic post office (DPO) may take up to three to four weeks in transit, so voters are encouraged to plan accordingly and submit materials by October 14, 2020.

Voters also have options to return FPCAs or ballots through international mail or courier services at their own expense if preferred.

The embassy reminds voters that some states permit electronic requests and returns of ballots via fax or email: "Final Pro Tip: Please note that some states allow voters to request (and return) ballots electronically."
