The President’s Emergency Plan for AIDS Relief (PEPFAR) is not affected by President Trump's Executive Order regarding the Republic of South Africa. According to Section B of the order, agency heads can allow foreign aid if deemed necessary or appropriate.
PEPFAR has received permission to restart under a limited waiver granted by Secretary Rubio in January. Implementing agencies like Peace Corps, CDC, USAID, and the Department of State are assessing which activities qualify under this waiver. Only those activities that meet the criteria will resume.
Communication with South Africa's National Department of Health and other stakeholders has been established to disseminate information efficiently and prevent misunderstandings. Embassy leadership and the PEPFAR Country Coordinator are available for inquiries to ensure clarity.
The limited waiver covers life-saving HIV care services, prevention of mother-to-child transmission services, and essential administrative costs related to these services. The U.S. State Department’s Bureau of Global Health Diplomacy and Security has provided guidance on specific activities included in the waiver to local partners and health officials.
