The U.S. Embassy in Luxembourg's Public Diplomacy Section is managing a grants program under the U.S. Department of State. This initiative, known as the Public Diplomacy Grants Program, provides funding through project-specific Notices of Funding Opportunities (NOFOs), contingent upon the availability of funds.
The program encourages proposals that foster bilateral cooperation and emphasize shared values between Luxembourg and the United States. Projects must include an American perspective or connection with American experts, organizations, or institutions to enhance understanding of U.S. policies and perspectives. The grants are intended for one-time opportunities aimed at launching sustainable projects post-funding period. However, they cannot be used for ongoing operational costs, construction, scientific research, political activities, trade activities, fundraising campaigns, or commercial products.
Grants are governed by federal regulations detailed in 2CFR200. Applicants are advised to familiarize themselves with these requirements. Detailed guidance is available in NOFOs throughout this section.
Eligible applicants include U.S. or Luxembourgish not-for-profit organizations such as think tanks and NGOs, educational institutions (both public and private), public international organizations, governmental institutions, and Luxembourg individuals who are non-U.S. citizens. U.S.-based organizations must partner with a Luxembourgish organization to qualify for funding.
Organizations seeking approval must have valid registration on www.SAM.gov; however, this requirement does not apply to individual applicants.
The application process involves two steps: submitting a Statement of Interest (SOI) followed by a full proposal if invited after initial review by the Grants Committee. The committee reviews SOIs twice according to specific deadlines:
- NOFO Deadline #1: March 2, 2025
- NOFO Deadline #2: May 4, 2025
Selected applicants will be asked to expand their ideas into full proposals for further evaluation before final funding decisions are made.
