First of all, the ceasefire needs to be observed. The statement that shelling has been "greatly reduced" and that the ceasefire is working "except in some places" indicates that the ceasefire is not fully effective. It must be a comprehensive ceasefire.

OSCE monitors require unrestricted access. They have faced obstructions, with separatists threatening their safety, and OSCE UAVs experiencing frequent jamming—issues reported within the last week.

Furthermore, moving weapons around does not constitute a verifiable withdrawal of arms. Russia and the separatists it supports need to withdraw their weapons, as Ukraine has expressed its willingness to do, allowing the OSCE to verify compliance.
