The United States has reaffirmed its support for the revitalization of the United Nations General Assembly, according to remarks made by Ambassador Chris Lu. The comments were delivered during a meeting of the Ad Hoc Working Group on Revitalization, convened by co-chairs from Romania and St. Lucia.
Ambassador Lu emphasized the importance of streamlining the agenda of the General Assembly, reassessing the number of side events, and enhancing accessibility for persons with disabilities. "The United Sates has strongly supported this working group under the previous co-chairs," he stated.
Efforts to increase synergy between various UN bodies, including ECOSOC and the Peacebuilding Commission, were also highlighted. Ambassador Lu expressed support for ongoing regular engagement among leaders of these entities and encouraged further collaboration.
While acknowledging that the Security Council holds primary responsibility for maintaining international peace and security, Ambassador Lu cited Article 11 of the UN Charter. This article allows the General Assembly to discuss issues related to peace and security brought forth by any member state or by the Security Council itself. However, he noted that "the General Assembly has recommendatory authority only," while binding measures can only be adopted by the Security Council.
The ambassador also referenced a significant initiative from the 76th session aimed at increasing accountability within the Security Council: "The United States also was proud to support...a standing mandate to convene a General Assembly debate whenever a veto is cast in the Security Council."
In closing, Ambassador Lu expressed anticipation for future discussions within both this working group and other forums like the Pact for the Future. He emphasized efforts towards reinvigorating and better coordinating UN operations.
