Russia faces allegations of ceasefire violations amid ongoing conflict in Ukraine

Russian-separatist forces have been accused of violating the ceasefire agreements in Ukraine, according to recent reports. These forces have allegedly attacked Ukrainian positions on the Ukrainian side of the contact line, breaching the Minsk agreements. The continuous attacks and provocations complicate efforts to achieve a real ceasefire.

The call for an end to hostilities and full implementation of the Minsk agreements has been reiterated. This includes ensuring safe access for Special Monitoring Mission (SMM) monitors to verify the ceasefire and withdrawal of heavy weapons.

Reports from SMM indicate that over 200 explosions were recorded around Donetsk airport on May 24, attributed to heavy weapons. On the same day in Shyrokyne, intense shelling and anti-aircraft fire were observed. "We condemn these ceasefire violations that undermine the peace initiatives laid out in Minsk," was stated.

Concerns were raised about small-arms fire threatening SMM monitors' safety, which is deemed unacceptable. A call has been made for all parties to avoid actions jeopardizing SMM monitors or hindering their mission.

The presence and movement of heavy weapons contravening the Minsk agreements have been noted by SMM. Observations included tanks in areas controlled by “Luhansk People’s Republic (LPR)” and “Donetsk People’s Republic (DPR).” However, access denial by combined Russian-separatist forces limits SMM's ability to report comprehensively on military activities.

Recent attacks on Avdiivka's coke and chemical plant, employing over 30,000 people, further illustrate ongoing tensions. "Combined Russian-separatist forces began their attack with a bombardment on May 21 that damaged the plant’s facilities and killed one worker," according to reports.

The humanitarian impact is severe; more than 5 million people require aid in Ukraine, including over 1.2 million displaced persons. The United Nations Humanitarian Response Plan for Ukraine has received only a fraction of its appeal funding so far.

The U.S. announced an additional $18 million aid package for those affected by the conflict, bringing total U.S. assistance since the crisis began to over $61 million.

A peaceful resolution depends on fully implementing Minsk agreements, requiring Russia to halt support for separatists and respect Ukraine's sovereignty.

"Mr. Chair, colleagues, the path towards peace is clear," but concerns remain if Russia will adhere to its commitments or face further consequences.
