Uzbekistan advances toward 2026 WTO membership amid ongoing negotiations

A high-level delegation from Uzbekistan, led by Azizbek Urunov, Special Representative of the Uzbek President on WTO issues and Chief Negotiator for WTO accession, participated in negotiations in Geneva. Deputy Minister of Economy and Finance Ahadbek Khaydarov was also present, while other officials joined virtually from Tashkent.

Deputy Prime Minister Khodjaev emphasized that Uzbekistan's pursuit of WTO membership is integral to its broader domestic reforms. He reiterated the goal set at the 8th Working Party meeting in May 2024 to finalize accession by 2026. "This goal was not only a statement to our international partners but also a clear message to all stakeholders and the business community in Uzbekistan," he said.

Khodjaev affirmed Uzbekistan's commitment to intensifying efforts to complete negotiations and align its legal frameworks with WTO agreements. "We aim to ensure that by 2026 Uzbekistan not only becomes a full-fledged member of the WTO but also a model of successful integration into the multilateral trading system," he added.

Chief Negotiator Urunov reported progress in bilateral negotiations, noting that agreements have been concluded with nine additional members since May, bringing the total to 22. "This is testament to the dedication and hard work of all parties involved," he stated.

WTO Deputy Director-General Xiangchen Zhang acknowledged positive developments since the last meeting and noted Presidential Decree DP-85's role in aligning Uzbek laws with WTO standards. "The Decree itself was a catalyst for faster reform," Zhang commented.

Ambassador Yun Seong-deok of Korea highlighted continuous work between meetings and President Mirziyoyev's involvement in advancing accession efforts. He mentioned cooperation with Bretton Woods institutions like the IMF and World Bank in supporting these reforms.

The Working Party reviewed legislative progress based on Uzbekistan's Legislative Action Plan, with several legal acts adopted to comply with WTO rules. Ambassador Yun thanked members for their constructive engagement and encouraged continued collaboration towards finalization by 2026.

"I believe that further progress made in the next seven to eight months will decide the prospect of meeting the goal of finalizing this accession in 2026 set by Uzbekistan," Yun remarked as discussions move forward into a critical period.
