At the conclusion of the IDA21 replenishment process, Anna Bjerde, World Bank Managing Director of Operations, addressed the meeting by expressing gratitude for the participants' dedication to aiding the world's poorest nations. She emphasized that their commitment is crucial in tackling significant global challenges.
"Your commitment to the world’s poorest countries, and to international cooperation, has driven the progress we’ve made together over the past year," Bjerde stated. She noted that IDA countries face numerous challenges including poverty, climate change impacts, conflict, and economic disruptions. Bjerde highlighted her firsthand experiences from visiting Malawi—a nation struggling with drought and food insecurity.
Bjerde stressed the importance of concessional resources due to increasing debt service payments in these countries. "These challenges are compounded by constrained fiscal space in donor countries," she remarked.
She described IDA as a "partnership for transformative change" aimed at sustainable progress through robust health systems, quality education, resilient infrastructure, and job creation. The IDA21 Scorecard was introduced as a tool for transparency and accountability to track progress and address obstacles early.
"Our target to provide 250 million people in Africa with electricity by 2030... represents lives changed in profound ways," she explained while also emphasizing commitments towards women empowerment and climate change adaptation.
Bjerde outlined plans for improved project implementation through enhanced support and partnerships aligned with partner country priorities. The Global Facility for Project Preparation will play a role in ensuring projects are well-prepared.
On climate resilience efforts under IDA21, Bjerde said there is a need for investments in adaptation due to climate change impacts on these nations. Partnerships will be fostered combining local knowledge with global practices.
Efficiency was highlighted as essential amid fiscal pressures globally. New approaches include streamlining processes and leveraging digital technologies.
Bjerde concluded by underscoring partnership strength as vital for delivering results amidst current global threats: "Together, we can ensure that IDA21 lives up to its promise as a catalyst for transformation."
