Rogun hydropower plant project progresses towards regional energy security

Tajikistan is progressing with the Rogun Hydropower Plant Project, which aims to enhance energy security and promote renewable energy in Central Asia. The project is expected to provide 10 million people with access to affordable electricity once completed.

The World Bank's Environmental and Social Standards guide the project's compliance measures. A draft Environmental and Social Impact Assessment (ESIA) was disclosed for stakeholder consultation in December 2023. Feedback from these consultations will be incorporated into the final ESIA and related documents before project effectiveness.

The initial geographic scope of the ESIA has been expanded beyond the area between the Rogun and Nurek dams to include downstream sections of the Vakhsh and Amu Darya rivers. This expansion addresses concerns about potential impacts on water users downstream.

Alternative technologies were assessed, with Rogun HPP identified as a cost-effective solution for clean energy in Central Asia. The project's design includes dam safety measures developed by international experts, with ongoing monitoring throughout construction and operation phases.

A Resettlement and Livelihood Restoration Framework aims to minimize displacement impacts on affected communities near the dam site. Biodiversity conservation efforts are integrated into the project, ensuring no net loss of local ecosystems.

Stakeholder engagement remains a priority, with consultations conducted both nationally and internationally. Future meetings are planned to continue addressing environmental, social, and economic concerns related to the project.
