Deputy Director-General Angela Ellard of the World Trade Organization (WTO) addressed delegates at a meeting organized by the World Customs Organization (WCO), emphasizing the critical collaboration between the two entities. She expressed gratitude to WCO Secretary General Ian Saunders and acknowledged the significant role that WCO delegates play in shaping international trade frameworks.

Ellard highlighted the longstanding partnership between the WTO and WCO, noting their joint efforts since 1995 on customs valuation and rules of origin. "The dynamic partnership between the WTO and the WCO has always been essential for the success of global trading system," she stated, underscoring how this cooperation strengthens global trade efficiency and adaptability.

The meeting covered several key topics, including digital customs and green customs. Ellard emphasized the importance of modernizing customs procedures to accommodate e-commerce growth. "Your experiences in developing digital customs practices will play a crucial role in how WTO Members shape policies to support the proliferation of this sector," she said.

On sustainability, Ellard pointed out that aligning customs practices with environmental objectives is vital. The WCO's efforts in refining classification criteria were praised as part of addressing sustainability challenges through trade policy evolution.

The collaboration extends beyond current discussions. Ellard mentioned ongoing partnerships through various WTO committees and working groups, focusing on areas like supply chain resilience and micro, small, and medium-sized enterprises (MSMEs). These initiatives highlight how customs expertise informs WTO policy development.

Looking forward, Ellard announced plans for a formal Memorandum of Understanding (MOU) between WTO and WCO to deepen cooperation on issues such as commodity classification, trade facilitation, and e-commerce. The MOU aims to enhance transparency and consistency in customs procedures while tackling modern trade challenges like intellectual property rights enforcement.
