The EU argues that the measure in question seems to be inconsistent with the Agreement on Subsidies and Countervailing Measures. According to the EU, the application did not provide enough evidence of a countervailable subsidy, injury, or a causal link between subsidized imports and the alleged injury.

A request for consultations formally starts a dispute within the World Trade Organization (WTO). These consultations allow both parties to discuss the issue and seek a satisfactory resolution without advancing to litigation. If these consultations do not resolve the dispute within 60 days, the complainant may then request adjudication by a panel.
