A safeguard investigation aims to determine whether increased imports of a product are causing or threatening to cause serious injury to a domestic industry. During such an investigation, importers, exporters, and other interested parties may present evidence and views and respond to presentations from other parties.
According to WTO guidelines, a member country may take safeguard action—temporarily restricting imports of a product—only if it is found that increased imports are causing or threatening to cause serious injury.
