Members of the World Trade Organization (WTO) convened to discuss the work programme on e-commerce following the 13th Ministerial Conference (MC13), with a particular focus on development. The meeting took place on September 17, 2024.
The proposals under consideration were submitted by the Least-developed Countries Group in WT/GC/W/905/Rev.1, by the African, Caribbean and Pacific Countries Group in WT/GC/W/916, and by Cambodia in WT/GC/W/900.
Discussions emphasized the significance of bridging the digital divide and facilitating investment to enhance access to both physical and digital infrastructure, such as electricity and internet broadband. Members highlighted the necessity of establishing appropriate regulatory frameworks and standards.
Another critical area identified was training and capacity-building activities aimed at improving digital skills for small businesses and women entrepreneurs in developing economies. These efforts are intended to prepare them for participation in e-commerce. Members proposed conducting a mapping exercise to collect information on capacity-building initiatives undertaken by other organizations.
It was noted that the WTO should continue leveraging its convening power to invite relevant international organizations and other stakeholders to discuss various topics under the work programme.
Ambassador Brown reminded members that their work over the coming months is aimed at presenting recommendations for action at the next Ministerial Conference, aligning with decisions made during MC13. Ambassador Brown also mentioned that a session scheduled for October 7 would focus specifically on training and capacity building.
