A safeguard investigation aims to determine whether increased imports of a product are causing or threatening to cause serious injury to a domestic industry. During such an investigation, importers, exporters, and other interested parties may present evidence and views and respond to presentations made by other parties.
According to World Trade Organization rules, a member country may take safeguard action—such as temporarily restricting imports—only if it is found that increased imports are causing or threatening to cause serious injury.
