The 13th WTO Ministerial, which concluded today in Abu Dhabi, has reached an interim solution on the e-commerce moratorium until the next Ministerial meeting. Reacting to the outcomes of the meeting, BusinessEurope Director General Markus J. Beyrer expressed his views, stating, "Our expectations were not overly ambitious ahead of the 13th WTO Ministerial given the increasing global divisions about how trade should be disciplined. In this context, the results from MC13 are not ideal but they are better than expected."
Beyrer highlighted that WTO members have agreed to extend the e-commerce moratorium for the last time until the next Ministerial, addressing a major business request and taking a significant step towards preventing new trade barriers. He emphasized the importance of finding a negotiated solution promptly to make the moratorium permanent, adding an obligation for WTO members.
Furthermore, Beyrer noted the recognition by WTO members of the crucial role of safeguarding intellectual property for promoting innovation. He mentioned the avoidance of a further extension of the TRIPs waiver as a positive development in this regard. Looking ahead, Beyrer expressed optimism, stating, "We expect to see a solution regarding the Appellate Body by the end of the year to ensure that existing rules remain enforceable."
The discussions and decisions at the 13th WTO Ministerial have set a foundation for future negotiations and agreements within the realm of e-commerce and intellectual property rights, with a focus on maintaining a conducive environment for global trade.
