Rachel Conlan, Chief Marketing Officer for Binance, said during a live segment at Binance Blockchain Week Dubai that Binance Junior can bring digital literacy into homes and highlighted the real-world impact of cryptocurrency through user stories.

"It is a very empowering technology," said Conlan. "The goal of bringing literacy into the home."

At the event in Dubai 2025, Binance introduced "Binance Junior," a parent-controlled app and sub-account designed for children aged 6–17. The launch emphasizes family-centric saving, safety controls, and early financial literacy. This initiative aligns with the conference's theme of education and serves as a product pillar. It features curated learn-and-earn modules, teen-friendly dashboards, and detailed parental spending limits. The debut reflects Conlan’s focus on empowering households through cryptocurrency.

According to Binance's leadership, the company recently secured a Global License under Abu Dhabi Global Market’s (ADGM) framework. This places its operations under a comprehensive regulatory regime. The announcement describes the approval as evidence of a "deep commitment to compliance, transparency, and user protection." It outlines a move to ADGM-licensed entities to enhance oversight, risk management, and clarity for users. Notably, Binance is the first cryptocurrency exchange to secure this global ADGM license, setting a new industry benchmark.

In 2024, Binance Academy expanded significantly by delivering educational services to 44 million learners—a 63% year-over-year increase—through expanded courses and institutional partnerships. This growth reflects a literacy-first adoption strategy with free multilingual content aimed at demystifying Web3 technology and lowering barriers for first-time users globally. This reinforces Binance’s narrative of user empowerment beyond just trading.

Binance appointed Rachel Conlan as Chief Marketing Officer to formalize her leadership of global campaigns emphasizing community and education. The announcement coincided with senior hires across legal and compliance sectors, signaling a professionalized executive team.
