The American Institute in Taiwan (AIT) has announced a solicitation for firms to provide payroll deduction calculation and withholding services as part of its new Local Compensation Plan (LCP). The selected contractor will be responsible for making all required employer and employee payments directly to the relevant authorities in Taiwan on behalf of AIT and its employees.
In addition to handling payments, the contractor will support enrollment and withholding processes related to pension, social insurance, taxes, and other consulting services. The firm must ensure compliance with local laws and regulations while delivering accurate and timely outputs. The contractor is also expected to provide briefings about the Taiwan Local Social Security System (LSSS) to AIT employees during the implementation phase of the new LCP.
The contract will be structured as a firm-fixed-price agreement with Indefinite Delivery/Indefinite Quantity service items. Awarding of the contract will be based on the lowest-priced offer that meets technical acceptability criteria. Interested firms are required to demonstrate technical qualifications and financial responsibility.
Minimum requirements for proposals include proficiency in English with bilingual capability in Mandarin, an established business presence, proven experience of at least five years in a related field, strong data security practices compliant with relevant laws, necessary personnel and equipment, appropriate licenses and permits, adherence to local insurance standards, a clean criminal record, no conflicting political or business affiliations with AIT interests, and compliance with Section 889 of the National Defense Authorization Act (NDAA).
