Beginning November 28, 2025, the U.S. Embassy in Vilnius, Lithuania will allow passport applicants to pay their application fees online through pay.gov. The new payment method is available for both DS-82 and DS-11 applications and can be completed using credit or debit cards, PayPal, or Venmo.

Applicants should note that there are separate payment links for DS-82 adult passport renewals and DS-11 minor or first-time adult passport applications. After making an online payment, applicants must print the electronic confirmation email and submit it with their application package at their scheduled appointment. Digital copies on mobile phones will not be accepted. Passport fees are generally non-refundable except under very limited circumstances.

To use the online payment option for Form DS-82 Passport Renewal, applicants must be U.S. citizen adults applying outside the United States, renewing a 10-year validity passport book or card issued less than 15 years ago, and have the document in their possession without it being mutilated, damaged, lost, stolen, or subsequently found.

For Form DS-11 Application payments, eligibility includes those applying for a U.S. passport for the first time; applicants under age 16; or individuals whose previous passport was issued when they were under age 16, issued more than 15 years ago, or has been lost, stolen, or damaged.

Appointments can be scheduled online and application forms are also available electronically through provided links on the embassy’s website https://lt.usembassy.gov/.

While paying through pay.gov may speed up processing during in-person appointments at the embassy, applicants still have the choice to pay fees during their visit using a credit/bank card or exact change in USD or EUR.
