Conflict in Gaza has caused severe damage to the region's people, infrastructure, and economy. According to a recent assessment led by the World Bank Group, the European Union, and the United Nations, recovery and reconstruction needs surpassed $67 billion by mid-2025. This assessment, along with the World Bank-led Gaza Recovery Framework, identifies priorities such as restoring basic services, rehabilitating critical infrastructure, providing social protection and livelihood support, supporting private sector development including grants for small businesses, and reestablishing trade logistics.
To address these needs and facilitate international support for Gaza’s recovery and development, a new Financial Intermediary Fund called the Gaza Reconstruction and Development Fund will be established. The fund is designed to pool resources from donors to finance reconstruction activities in Gaza. The World Bank currently acts as Trustee for 27 similar funds that enable coordinated responses to global crises.
The new fund will receive contributions from donors. These resources will then be transferred to an internationally recognized legal entity responsible for managing recovery efforts in Gaza. The World Bank’s role will be limited to serving as Trustee—managing incoming and outgoing funds based on instructions from this legal entity. Governance of how funds are used after transfer will remain independent of the World Bank.
The fund is intended to complement existing international aid efforts in both West Bank and Gaza provided through other trust funds managed by the World Bank Group and its partners.
"Financial Intermediary Funds are large, multi-partner financing arrangements that enable the international community to pool and coordinate resources from many sources. FIFs address global development challenges as well as the impacts of fragility, conflict, and violence. They are independently governed, with the World Bank Group holding no decision-making authority. Instead, the World Bank provides financial and other services to support FIFs’ funding efforts and decisions," according to information provided about FIFs.
