Joey R. Hood U.S. Ambassador to the Republic of Tunisia | U.S. Embassy in Tunisia

The U.S. Embassy in Tunis has announced a request for quotes to purchase medical equipment, with submissions due by December 2, 2025 at 4 p.m. The procurement includes two defibrillators, two blood warmers for transfusion acceleration, three patient heating devices (air warmers), and one infusion station.

Vendors are required to deliver the equipment to the embassy and provide installation and training services in Sfax. Only equipment that is immediately available from stock will be considered; items imported specifically for this order will not be accepted.

To participate, vendors must submit both a technical offer—including detailed specifications of the proposed equipment, proof of business registration, and references from similar projects—and a signed financial offer that is VAT-free. Offers must be delivered in sealed envelopes to the American Embassy Tunis at 1053 Les Berges du Lac, addressed to GSO/Contracting Officer referencing PR#15674278. Late proposals will not be considered.

The embassy emphasizes fair and open competition in its selection process, which will be based on technical acceptability and lowest price. No advance payments will be made; instead, payment will follow the Prompt Payment Act guidelines and electronic funds transfer within 30 days after receipt of services and a correct invoice.

An additional requirement is compliance with the National Defense Authorization Act (NDAA). Vendors must confirm their NDAA compliance status as part of their submission. More information about NDAA requirements can be found at https://www.acquisition.gov/far/52.204-24.

According to U.S. government procurement policy, competitive bidding is used to ensure transparency and cost-effectiveness when acquiring goods or services from external suppliers.
