The U.S. Embassy in Tunis has issued a request for quotes for the purchase of medical equipment, with submissions due by December 2, 2025, at 4 p.m. The embassy is seeking offers that are VAT-free and cover specific items including two blood warmers for transfusion acceleration, three heating devices for patients (air warmers), one surveillance monitor, and one infusion station.

Vendors will be responsible not only for delivering the equipment to the embassy but also for installation and providing training in Sousse for each item. The announcement specifies that all equipment must be immediately available from stock rather than imported specifically for this order.

To participate, vendors must submit both technical and financial offers. The technical offer should include proof of an established business, evidence of SAM Registration, and technical sheets of the products. The financial offer needs to be signed and stamped. Both sets of documents are to be submitted in envelopes addressed to the General Services Office/Contracting Officer at the American Embassy in Tunis.

According to the embassy: "The US Government promotes fair and open competition. The selection criteria are: Technically Acceptable, Lowest Priced."

No proposals will be considered after the stated deadline. Payment terms specify that no advance payments will be made; instead, payment will follow receipt of services and a correct invoice within 30 days through Electronic Funds Transfer as per the Prompt Payment Act.

An additional compliance requirement under the National Defense Authorization Act (NDAA) has been introduced. Vendors must confirm their NDAA compliance status as part of their submission process by reviewing relevant clauses such as those outlined on the U.S. government’s acquisition website at https://www.acquisition.gov/far/52.204-24.

This procurement process aligns with standard federal procedures requiring vendors to register in systems like SAM (System for Award Management) before being eligible to contract with federal agencies.
