The U.S. Embassy in Tunis has announced a request for quotations (RFQ) for the purchase of medical equipment, specifically four defibrillators and four blood warmers intended to accelerate transfusions. According to the embassy, all items must be available immediately from local stock and cannot be imported specifically for this order.

Vendors interested in submitting offers are required to provide both technical and financial proposals by December 2, 2025, at 4:00 p.m. The technical offer should include detailed specifications of the proposed equipment, proof of business registration, and references from similar projects completed. The financial offer must be VAT-free and signed and stamped by an authorized representative.

All quotations should be submitted in a sealed envelope marked “Quotation Enclosed” to the American Embassy Tunis at Les Berges du Lac 1053 – Tunis. Late submissions will not be considered.

The embassy notes that transportation, installation, and training for each piece of equipment will be the responsibility of the vendor. Payment is set to occur within 30 days after receipt of the original invoice with banking information once the order is received.

A new requirement under this RFQ is confirmation of compliance with Section 889(a)(1)(A) of the National Defense Authorization Act (NDAA). Vendors must review Federal Acquisition Regulation clause FAR 52.204-24 on prohibited telecommunications equipment or services and indicate their compliance status by signing and returning the related document. Further details can be found at https://www.acquisition.gov/far/52.204-24.

The embassy encourages competitive pricing but clarifies that issuing this RFQ does not obligate it to make an award. The intention is to award a purchase order to the technically qualified vendor offering the lowest price.
