Each item requires delivery to the embassy, installation, and training in Medenine.
Vendors are required to provide proof of an established business, technical sheets for the products offered, and references or documentation of similar projects. Financial offers must be signed and stamped. All proposals must be submitted to the American Embassy in Tunis at 1053 Les Berges du Lac and addressed to the GSO/Contracting Officer referencing PR#15674269. Late submissions will not be considered.
According to the RFQ: "The US Government promotes fair and open competition. The selection criteria are: Technically Acceptable, Lowest Priced." It also states: "The US Government does not make advance payments. Payments will be processed according to the Prompt Payment Act. Electronic Funds Transfer Payments will be made within 30 days after receipt of services and a correct invoice."
There is an additional compliance requirement related to the National Defense Authorization Act (NDAA). Vendors must confirm their company's NDAA compliance status as outlined in Federal Acquisition Regulation clause FAR 52.204-24 (https://www.acquisition.gov/far/52.204-24).
