Johannes Zutt, the World Bank’s Vice President for South Asia, has completed a five-day visit to Bhutan. The trip aimed to strengthen the World Bank Group’s partnership with Bhutan and support the country’s development plans.
During his visit, Zutt toured the site of the proposed Dorjilung Hydroelectric Power Project in eastern Bhutan. The 1,125 MW project is set to be the largest hydropower initiative in the country and is being developed through a Public-Private Partnership model. The World Bank Group is coordinating efforts among its agencies—IDA, IBRD, and IFC—to assist with this project.
Zutt stated, “The Dorjilung hydropower project could be a game-changer, bringing together public and private investment to deliver clean energy, create jobs, and strengthen Bhutan’s fiscal resilience through energy exports. It also exemplifies how the World Bank Group can mobilize resources across its institutions to drive transformational impact, for Bhutan as well as for the South Asia region.”
While in Bhutan, Zutt met with King Jigme Khesar Namgyel Wangchuck and former King Jigme Singye Wangchuck. He also held discussions with Prime Minister Tshering Tobgay and Finance Minister Lekey Dorji about ongoing economic reforms and future collaboration.

Zutt began his tenure as Vice President on July 1, 2025. He previously served as Country Director for Bangladesh, Bhutan, and Nepal from 2013–2015. This was his first official visit to Bhutan since assuming his new role. Jean Pesme, Division Director for Bangladesh and Bhutan at the World Bank accompanied him during this trip.
