A strong typhoon known as Tino (Kalmaegi) has impacted several regions in the Philippines, with the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAG-ASA) raising Tropical Cyclone Wind Signal No. 4 over parts of Palawan. The storm accelerated over the coastal waters of El Nido on November 5, 2025.
The American Citizens Services unit at the U.S. Embassy is monitoring the situation closely. Typhoon Tino has caused damage to communications, transportation, and utilities infrastructure and resulted in flooding and landslides across MIMAROPA, Bicol, Western Visayas, Negros Island, Central Visayas, Western Visayas, and CARAGA. According to the National Disaster Risk Reduction and Management Council (NDRRMC), there have been 52 reported fatalities. A state of calamity has been declared for Cebu province.
"We continue to work with Local Government Units (LGUs) to assist U.S. citizens affected by the typhoon," stated embassy officials in their advisory.
Family members or friends seeking assistance for those affected can contact the Office of Civil Defense – Regional Offices, Department of Social Welfare and Development – Field Offices, or Philippine Red Cross – Welfare.
The embassy advises those in affected areas who need immediate help to reach out to local authorities or listed organizations. Residents are encouraged to monitor updates from local media outlets as well as PAG-ASA’s website for further information about weather conditions. Updates from disaster risk reduction offices or NDRRMC should also be followed.
U.S. citizens are urged to enroll in the Smart Traveler Enrollment Program (STEP) for ongoing alerts and messages from the embassy.
The U.S. Consular Agency at Waterfront Hotel in Lahug, Cebu remains open for regular appointments despite disruptions caused by Typhoon Tino.
